About Oman as a base for trade and industry

Oman sits on the Arabian Sea, outside the Strait of Hormuz, with deep-water ports at Sohar, Duqm and Salalah facing India, East Africa and the main shipping lanes. For trading and industrial groups that is its real advantage: access to sea routes and land for logistics, metals and manufacturing, at lower cost than its larger neighbors.

Oman opened most sectors to full foreign ownership when its Foreign Capital Investment Law took effect in January 2020. A new law for its special economic zones and free zones followed in 2025, and in 2026 the government issued a decree creating the International Financial Centre of Oman, expected to start operating later this year.

Oman is also the first Gulf state to announce a personal income tax, at 5% on high earners from January 2028. For most companies the direct cost is small. It matters more as a signal that Oman is building a fuller tax system, and planning for senior staff should take it into account now.

At a glance

Corporate income tax

15% on taxable profits, with a lower rate for qualifying small businesses and long exemptions inside the zones.

Value added tax at 5%

Introduced in 2021 and charged on most goods and services, with registration once taxable supplies pass the threshold.

Foreign investment rules

Full foreign ownership in most sectors, with a published negative list of activities reserved for Omani participation.

Omani rial and the dollar

The rial is pegged to the US dollar, which keeps contract pricing and repatriation of profits straightforward.

Company setup

Company setup in Oman: onshore or in a zone

Company setup in Oman follows one main question: will the company sell inside Oman, or use it as a base for trade elsewhere? The answer points to an onshore company or to one of the zones, and each brings different tax, staffing and customs rules.

01

Onshore limited company

An LLC registered with the Ministry of Commerce, able to trade across Oman and bid for local contracts, subject to Omani hiring quotas.

02

Free zone company

Sohar, Salalah or Al Mazunah, with customs and tax exemptions, built for import, export and re-export rather than local sales.

03

Duqm special economic zone

A large zone with port, industrial and logistics land, long tax exemptions and its own authority handling licenses.

Every route carries an Omanisation requirement, a quota for Omani staff that varies by zone and sector. It is a real cost and belongs in the plan from the start, not in the first labor inspection.

We run the formation through Company Formation and Market Entry. When the Omani company will be held by a UAE or other parent, Holding Companies and SPVs covers how that group is put together.

Banking

Bank account opening in Oman

Oman’s banking market is smaller than the UAE’s, so there are fewer banks to choose from and each one matters more. Omani banks look closely at foreign-owned companies, and a weak first application is harder to recover from when the next option is limited.

With fewer banks available, matching the company to the right one first time matters even more. We look at the transaction flow, the counterparties and the sector, then recommend the bank most likely to accept that profile and prepare the file to its standard. The decision stays with the bank. Our role is to make sure the file deserves a yes.

Corporate Banking and Account Opening Support covers the application. For a company that will move money between Oman and the UAE or India, Cross-Border Payments Advisory covers the route.

What Omani banks ask for
  1. 01

    Legalized parent documents

Shareholder and parent company documents legalized for use in Oman, which is usually the slowest part of the process.

  2. 02

    A clear owner and controller

Who owns the company and who runs it, with the same names on every document the bank receives.

  3. 03

    Expected activity

What the account will carry, from which countries, and for which customers and suppliers, stated before the bank asks.

  4. 04

    A meeting if needed

Banks may ask the signatory to attend in Muscat when they rate the business as higher risk, so plan for travel.
